The rapid and dynamic development of Information Communication and Technology (ICT) industry in the past two decades, led to the development of convergension of ICT business which integrates the services and products in the telecommunication sector, media and information technology simultaneously. In fact the ICT convergension business practice is hard to be developed because of the inadequate regulation. And because of that Irwan Djaja through his dissertation propose that the practice and implementation of ICT convergension business to be controlled by the hybrid law model, which combined the conventional law and coating law, based on some aspects, principles, parameters and policies. According to Irwan, the hybrid law model can bridge the practice needs of convergension solution, give the stable regulation transformation, and answer the urgency of the execution time.<\/span><\/p>\n

 <\/p>\n

Meanwhile from the regulator perspective, Irwan also proposed the rearrangement through the function separation. The regulatory function, founding and the policy made by the Communication and Informatics ministry, while the policy supervision and control function handled by the Independent Communication Commission.<\/span><\/p>\n

 <\/p>\n

This was explained in the open session of Doctor of Law Irwan Djaja in UPH campus, Karawaci, Tangerang, September 20th<\/sup>, 2016. He successfully defended his dissertation entitled ?Structuring Legal Convergence in the Implementation of Enterprise Information and Communication Technology in Indonesia: a review of Regulation and Regulatory Perspective’, in the session led by UPH Rector <\/span>Dr. (Hon) Jonathan L. Parapak, M.Eng.Sc., and attended by the promoter and co-promoter Prof. Dr. Bintan R. Saragih, SH., and Dr. Danrivanto Budhijanto, SH., LL.M., as well as the examiner team consisting of Prof. Dr. Valerine J. L. Kriekhoff, SH., MA .; Prof. Dr. Drs. Henry Subiakto, SH., M. Si .; Dr. Henry V. Soelistyo, SH., LL.M .; Dr. Bernard Nainggolan, SH., MH .; and Dr. Maria G.S. Soetopo Conboy, B.Sc., MBA.<\/span><\/p>\n

After the session<\/span> end<\/span>, the dean of faculty of law, Prof. Dr.  Bintan R. Saragih, SH. Declared the graduation of Irwan Djaja with Summa Cumlaude <\/em>title and become the 29th<\/sup> Doctor of Law of UPH Doctor of Law Graduate Program. (rh)<\/span><\/p>\n
