Saragih, Usai Pengumuman Kelulusan Sidang&nbsp;<\/span><\/p>\n<\/td>\n<\/tr>\n<tr>\n<td style=\"border: 0px dashed #bbbbbb; width: 1350px;\">\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; line-height: 14.2667px;\">Perkembangan industri Teknologi Informasi dan Komunikasi (TIK) yang cepat dan dinamis dalam dua dekade terakhir, memicu berkembangnya praktek konvergensi usaha TIK &nbsp;yang mengintegrasikan jasa dan produk sektor telekomunikasi, media dan teknologi informasi secara bersamaan. Dalam kenyataannya praktek bisnis konvergensi TIK sulit berkembang karena regulasi yang kurang memadai. Untuk itu Irwan Djaja melalui disertasinya mengusulkan agar praktek dan pelaksanaan konvergensi di industri TIK diatur oleh model hukum&nbsp;<em>hybrid<\/em>,&nbsp; yang menggabungkan hukum konvensional dan hukum lapisan, yang berlandaskan beberapa asas,&nbsp; prinsip, parameter serta kebijakan. Model hukum&nbsp;<em>hybrid<\/em>, menurut Irwan, dapat menjembatani kebutuhan praktis solusi konvergensi, memberikan stabilitas transformasi&nbsp; regulasi, dan menjawab urgensi waktu pelaksanaan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; line-height: 14.2667px;\">Sementara dari perspektif regulator, Irwan juga menyarankan perlu penataan ulang melalui pemisahan fungsi. Fungsi pengaturan, pembinaan dan pembuatan kebijakan oleh Kementerian Komunikasi dan Informatika, sedangkan fungsi pengawasan dan pengendalian kebijakan oleh Komisi Independen Komunikasi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; line-height: 14.2667px;\">Hal ini disampaikan dalam sidang terbuka Doktor Ilmu Hukum Irwan Djaja di kampus UPH, Karawci, Tangerang, 20 September 2016. Ia berhasil mempertahankan disertasi berjudul ?Penataan Hukum Konvergensi Dalam Penyelenggaraan Usaha Teknologi Informasi dan Komunikasi di Indonesia: Tinjauan dari Perspektif Regulasi dan Regulator?, dalam sidang yang dipimpin Rektor UPH Dr. (Hon) Jonathan L. Parapak, M.Eng.Sc., dan hadiri promotor serta ko-promotor Prof. Dr. Bintan R. Saragih, SH., dan Dr. Danrivanto Budhijanto, SH., LL.M., serta tim penguji yang terdiri dari Prof. Dr. Valerine J. L. Kriekhoff, SH., MA.; Prof. Dr. Drs. Henry Subiakto, SH., M. Si.; Dr. V. Henry Soelistyo, SH., LL.M.;&nbsp; Dr. Bernard Nainggolan, SH., MH.; dan Dr. Maria G.S. Soetopo Conboy, B.Sc., MBA.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; line-height: 14.2667px;\">Usai sidang, Dekan FH UPH, Prof. Dr.&nbsp; Bintan R. Saragih, SH. menyatakan kelulusan Irwan Djaja dengan prestasi&nbsp;<em>Summa Cumlaude<\/em>&nbsp;dan menjadi Doktor Ilmu Hukum ke-29 dari program Doktor Ilmu Hukum Pascasarjana UPH.
