Senate of Universitas Pelita Harapan (UPH) held a Public Defense on the Promotion of Doctor of Law, Agustin Teras Narang on Saturday, 30 May 2015 at building D501 at UPH. This Governor of Central Kalimantan now holds the Doctor of Law after successfully defended his dissertation entitled ?The Focus of Regional Autonomy at the Provincial Level in the Frame of Negara Kesatuan Republik Indonesia (NKRI)<\/em>.?<\/span><\/p>\n

 <\/p>\n

Teras Narang stated that the his research on the dissertation aimed to find the focus of ideal regional autonomy in order to gradually realize the national objectives contained in the Preamble of the 1945 Constitution of The Republic of Indonesia and the purpose of the regional autonomy in the frame of NKRI.<\/em><\/span><\/p>\n

The finding shows that the focus of regional autonomy in the regency or city is no longer appropriate to the development progress in Indonesia in realizing the national and regional autonomy objectives in the frame of NKRI<\/em>. The regional autonomy position in the provincial level is the ideal alternative of substitution of regional autonomy in the regency. <\/span><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

 <\/p>\n

?The concept of focusing the regional autonomy to the provinces constitutionally does not contradict with the 1945 Constitution of The Republic of Indonesia,? said Teras. According to him, the local government of regencies and cities should be on the frontline in implementing the regional autonomy, specifically in delivering services for the people in its region. Therefore, the local government of regencies and cities get supports in terms of guiding, monitoring and controlling as well as evaluating effectively and efficiently from the provincial government.<\/span><\/p>\n

Agustin Teras Narang passed with the predicate of Summa Cum Laude, after approximately two hours facing the Defense Committee on the Public Defense and was witnessed by the Vice President of Republic of Indonesia, Jusuf Kalla and the fifth President of Republic of Indonesia, Megawati Soekarnoputri. The Defense Committee was comprised of Prof. Dr. H. Andi Mustari Pide, SH., Rector of Universitas Eka Sakti, Prof. Dr. Arief Hidayat, SH., MS., the fifth Chief Justice of Constitutional Court of Republic of Indonesia, Prof. Dr. Bintan R Saragih, SH., Promotor Promovendus<\/em> and the Dean of UPH Faculty of Law, Dr. (Hon) Jonathan L. Parapak, Rector of UPH, Prof. Dr. Maria Farida Indrati, SH., MH., the Judge of Supreme Court of Republic of Indonesia, Prof. Dr. Valerine J.L. Kriekhoff, SH., MA., Chief Justice of Supreme Court of Republic of Indonesia and Dr. Henry Soelistyo Budi, SH., LLM., The Head of Postgraduate School of Law UPH. <\/span><\/p>\n
