Workshop Series ?Understanding The National Standard of Higher Education?s Substance and the Indonesian National Qualifications Framework for Sustainable Academic Quality Improvement? was held at HOPE Building, UPH

 

In the efforts of improving the academic quality of UPH, the Quality Assurance Department held a series of workshops entitled ?Understanding The National Standard of Higher Education?s Substance and the Indonesian National Qualifications Framework for Sustainable Academic Quality Improvement? which took place at the Auditorium of HOPE Building, Level 4 UPH, on 19th September 2014. The event which lasted from 09:00 to 16.00 o?clock presented three speakers serially including; Prof. Dr. Ilza Mayuni, M.A., Coordinator of Region III Kopertis Jakarta; Dr. Samuel Dossugi, M.A., Member of Anggota Badan Akreditasi Nasional Pendidikan Tinggi (BAN-PT); and Dr. T.M.A. Ari Samadhi, Head of Industrial Engineering Department at ITB and Assessor of BAN-PT.
 

In the beginning remarks, UPH?s Rector Jonathan L. Parak reported to Prof. Ilza as the Coordinator of Region III Kopertis Jakarta, that UPH is committed in improving the quality of education, including by socializing and applying government regulations and performing a variety of new breakthroughs. He also reported UPH?s achievements which include the nearly 40% increase of new students in the 2014/2015 Academic Year. UPH students also contribute to the achievements both at national and international level, including the Faculty of Law, Department of Mathematics which has just recently won a gold medal at the Olimpiade Nasional Matematika dan Ilmu Pengetahuan Alam (ON MIPA). The Rector also reported that almost all of the courses in UPH establishes an overseas? cooperation. This portrays how UPH seeks to improve its quality at the international level. However, UPH also still has many shortcomings, one of regarding the timely reporting institution. Some obstacles that UPH face are caused by the internal factor which is UPH?s new data processing system and the external factor which is the system of PDPT (Pangkalan Data Perguruan Tinggi) itself. UPH is also seeking to add new courses, including 6 new majors at the Teacher?s College, establishment of Fakultas Kedokteran Gigi (FKG) and Post-Graduate Management. Related to the efforts that are being done by UPH and in enhancing the access and quality of UPH, the rector wishes that this workshop can increase the understanding as well as inputs to support the quality improvement of UPH.

The first session of the workshop was presented by Prof. Ilza, describing the challenges and efforts of quality improvement towards a healthy university. In his presentation, Prof. Ilza stated that to improve the quality of a university, a strong synergy between Perguruan Tinggi (PT) and the government is needed. He said that currently, of all 336 universities in the region Kopertis 3, there are less than 50% of them that meets the minimum standards of Dikti. Only a few of them have quality standards exceeding the national standard. He cited UPH as one of the pride universities of Jakarta, although located in Karawaci, and is a part of the top 20 universities in Kopertis III. In relation to the autonomy of universities in defining standards, he reminded that the universities should pay attention to whether the standards set are in accordance with the national standards set by the government. It is an important consideration for improving the quality of the university itself. The qualifications of a university can be known by the public through published government reporting through PDPT. Therefore updating the PDPT should always be done, because this is a reflection of the university and the source of quality assurance.

The second session of the workshop was presented by Dr. Ari, introducing the KKNI (Kerangka Kualifikasi Nasional Indonesia)-based curriculum implementation. This topic aims to improve the understanding of KKNI-based curriculum implementation arrangement that will support the quality of universities. According to Dr. Ari, KKNI was set by the government as an attempt to reconcile, equalize and integrate the fields of education, occupations and work experience. In the context of education, the focus of attention is on how we could produce graduates who meet the qualification determined at each level. For example, undergraduates (level 6 of the 9 levels of education) must meet the following qualifications: able to apply their specific expertise and utilize science and technology, mastering theoretical concepts in general and specific field, and able to make decisions. Therefore, every field of study should describe the qualifications for the field accordingly. This is related to the learning outcomes. The point is that according to Dr. Ari, the development of the KKNI-based curriculum was supposedly art-based, not content-based. He said that the three things which must be presented in the KKNI-based curriculum are profession profiles, graduate profile and curriculum profiles. Learning outcomes should be able to meet the needs of graduates for 3 to 5 years after he graduated. Thus, in arranging the curriculum, what the industry needs have to be considered first, for example the key tasks of work or profession profiles. The second stage is to determine core competencies, which can be divided into two domains – specific competencies and generic competencies. Core competency must exists in the graduate profile. The third stage is the curriculum profile that includes knowledge, skills and attitude, these three things can be taken from the body of knowledge of each field of study.

 

 

“In general, the formulation of a graduate profile should be formulated jointly by stakeholders courses in collaboration with industrial advisors report, adjusted to the results of a tracer study on early career, the vision and mission of the institution and the development of workforce?s needs. So in the end, our students should have hard skills and soft skills . Furthermore, continuous improvement needs to be done, so that over time the quality of education will continue to develop, “said Dr. Ari.

Session three, which is the final part of the workshop series, presented the topic of ‘National Universities? Standard and Program Studies and Institutions? Accreditation’ by Dr. Samuel. Standar Nasional Pendidikan Tinggi (SNPT) by Permen no. 49, 2014, which includes education, research and community service, puts competence at its center. Furthermore, SNPT shall be used as the basis for setting criterias of SPME (Sistem Penjaminan Mutu Eksternal). SPME should be implemented, controlled and developed by TAM (Tim Akreditasi Mandiri) for the course and by BAN PT for the institution?s accreditation. SPME process is done through a series of activities consisting of the evaluation of the data and information of universities or courses, visitation to universities, then the determination of accreditation status and level. Data and information in PDPT are used to monitor and evaluate the level of universities? standards by BAN PT or TAM. Therefore, Dr. Samuel warned not to mess with the information reported to PDPT. Universities must provide correct data. If there is a new course, there should be a request for visitation. Likewise, when it is time for re-accreditation, universities should be ready for a re-visitation.
 

 

 

At the end of the session, the rector encourages all participants, consisting of faculty leaders, lecturers and staffs of academic support departments, to retrieve important information from what has been presented which can be used to improve their performances. Deficiency or internal constraints must be overcome in order not to hinder the achievement that should be achieved. And this, in turn, is expected to have an impact on improving the quality of UPH.
