The Lack of Building Local Regulations in Indonesia

Prof. Dr. Manlian Ronald A. Simanjuntak, S.T., M.T. in his scientific speech on Wednesday, March 2, 2011 said that some provinces in Indonesia don?t have local regulations about Building and Environmental (City) Safety Protection.

Prof. Dr. Manlian Ronald A. Simanjuntak, S.T., M.T. said that some provinces in Indonesia don?t have local regulations about Building and Environmental (City) Safety Protection. The statement were presented at the scientific speech in his inauguration event as a Permanent Professors at the Faculty of Design and Planning Engineering UPH on Wednesday, March 2, 2011.

DKI Jakarta is one of the provinces that already have such a local regulation, namely the Local Regulation No.7 year 2010 about DKI Jakarta?s Building and Local Regulation No. 8 of 2008 about the prevention and management of fire risk.

From the research that has been done, Prof. Manlian recommended three things addressed to the Local Government regarding the realization of the strategy of building and environment safety. One of the recommendations is that each region has a local regulations that regulates building, especially regarding the safety aspects of buildings against the risk of fire. Since not all provinces in Indonesia have the regulation, it is required to save the building and environment agains from the fire risk, hence the growth and quality of construction of each region in Indonesia can be controlled.

Prof. Manlian then recommended the Local Government to map the growth of building and environmental conditions. It is done to prevent any ‘change’ in the environments, one of which caused by the risk of fire. Furthermore, the Local Government is urged to improve their local regulations about the Building and Environment City Safety Protection.

?Fire Safety is an interesting field and not many people doing research in this field. In fact this field has a big risk. According to data from DKI Fire Department, fire has often occurred recently, average of 3 incidents per day. Why don?t we study about this? We can learn the lesson and we can contribute to many related parties, one of them is fire department,? said Manlian.

Reduction starts with prevention. Related to prevention and reduction effort of fire, academics can associate with various parties, such as the building owners, building consultants, contractors and suppliers to understand the importance of the building safety. This also includes the government and related agencies.

UPH Rector, Jonathan L. Parapak, in this occasion said that in Indonesia there are only three professors in Construction Management field and Prof. Manlian is the youngest one.

?The area handled by Prof. Manlian is very important, and hopefully his thought can continue to be developed so that more and more paper and research can be done to enrich knowledge in the UPH,? said Parapak.

The event held in the auditorium of UPH Karawaci Campus, was attended by 600 invitations: family, relatives, fellow academics from universities and schools, also lecturers and students from UPH.

Prof. Manlian also gave appreciation to his teachers from elementary school to university, including representatives from Budhaya II PSKI Elementary School, Budhaya II PSKI Junior High School, 8 High School Jakarta, representatives of ITI Architectural Engineering, Master and Doctoral Program in Civil Engineering Universitas Indonesia, and STT Harvest Doctoral Program.
