UPH Faculty of Law hosted public defense on Doctoral of Law Susi Susantijo with dissertation entitled ?Law Aspect, Policy, and Strategy of Indonesia Higher Education System for The Upcoming ASEAN Economic Community (AEC) 2015?, on July 28, 2015. The public defense was led by Rector of UPH, Dr. (Hon) Jonathan L. Parapak, M.Eng.Sc. and the examiner team consists of Prof. Hikmahanto Juwana, SH, LLM, Ph.D as promotor, Dr. Henry Soelistyo Budi, SH, LLM as Co-Promotor, Prof. Dr. B. Arief Sidharta SH., Prof. Jurgen Brohmer, Prof. Dr. Valerine J.L. Kriekhoff, SH., MA., and Prof. Dr. Yohanes Basuki, M.Si.

 

The development of ASEAN Economic Community (AEC) as global single market does not solely impact on economy sector but also education sector, specifically the higher education must have high competitiveness, as the factory of human resources. This factor is appointed as the research background of the dissertation. Susi evaluated that the regulation substance by government on education sector has not specifically control the higher education policy, which is responsive and anticipative to the liberation of trade, specifically on the service trade as the domain of education. To solve this problem, government has to compose the grand design of national education and focus on strategic plan for long-term education development. Furthermore, the Cross-Border Higher Education phenomenon as the impact of AEC needs the precise and measurable filter to anticipate the values that are not suitable with Indonesia?s noble values. Another impact to be anticipated is the free flow skilled labor. The government needs to prepare a more open-minded policy to the higher education liberation but also need to commit in keeping the original values and culture of Indonesia and the philosophy of Pancasila.

 

According to Prof. Hikmahanto, the issue on this dissertation is crucial because the presence of foreign institution can be beneficial, but if it is not taken carefully with the right law and policy, it can dominate the local institution. ?I hope this research can be developed and noticed by the government,? said Prof. Hikmahanto.
